Lowest annual asking price since 2010

Annual growth in Scotland  is stronger up to 2.2%, Wales has increased by 4% and the South East of England saw a drop in average asking prices but this is now increasing by 1.4% month on month.

Does this give First Time Buyers an opportunity to negotiate on price?
